Mr. Teraoka was born in Osaka Prefecture. He began his career as a chef while still in high school. He started out working part-time at a Japanese restaurant specializing in fugu (pufferfish). Under the guidance of a master chef, he obtained his fugu preparation license in his second year of high school. He continued working at the same restaurant, honing his culinary skills for approximately 15 years. After working at the Osaka Central Wholesale Market, he served as a restaurant head and manager at izakaya and steakhouse restaurants before striking out on his own. He is currently the restaurant head and chef of Fugu Kaisen Ryori Aguri.
